In my experience, yes, but if they are exposed to weather for a long time, the become brittle.
Go for the mirrored versions (inside placement) when possible.

So long as they aren’t brittle, go ahead!! :) I had a static cling that I got at a rally last year. I was able to successfully move it and re-stick it somewhere else (on the inside of the window, this time) after giving it a nice clean.

Yes, but you’ll need to buy a fresh bottle of static (it doesn’t have a very long shelf life). Be sure to smear on a good layer of it before applying the decal to the glass.
